Stephen is an Advisor within A2CO’s Technology Department, bringing extensive regulatory experience and industry insight to the firm. Before joining A2CO, he spent seven years with the Malta Gaming Authority, where he held various roles within both the Compliance and Authorisations departments. This experience gave him a deep understanding of licensing processes, regulatory frameworks, and supervisory practices within the gaming industry.

At A2CO, Stephen focuses on both the gaming and FinTech sectors, providing clients with strategic guidance and practical solutions tailored to their regulatory and operational needs. In gaming, he advises on compliance, licensing, and corporate structuring, while in FinTech he supports clients with digital innovation, regulatory alignment, and sustainable growth strategies. His dual-sector expertise allows him to deliver well-rounded, commercially focused advice that bridges technology and regulation.

Stephen holds a Bachelor’s degree in Business and IT from the University of Malta and is a Certified Information Systems Auditor (CISA). He is also an MGA-approved Lead Auditor, reflecting his strong professional credentials and commitment to upholding the highest regulatory standards.
