What Is the Nevis Gaming Licence?
The Nevis gaming licence is an online gaming licence issued under the Nevis Online Gaming Ordinance, 2025. The Ordinance took effect on 1 May 2025 and created the Nevis Online Gaming Authority as the licensing body.
The regime is new but growing. NOGA’s public licence register lists 11 active licences as of October 2026, most of them B2C. In October 2026 the island also designated a dedicated Regulator, Online Gaming within its financial services regulator, giving licensees a single supervisory contact.
Nevis Gaming Licence Requirements
Every application has to meet NOGA's published requirements, covering both the documents themselves and how they are prepared, certified and formatted. Missing documents or formalities can lead to follow-up questions from the Authority and slow the review.
Corporate and KYC Documents
Directors, shareholders and beneficial owners holding more than 10% are typically required to provide notarised passport copies, proof of address, bank and professional reference letters, CVs, and supporting evidence of their source of funds and wealth.
Personal documents should generally be dated within the preceding 90 days, and all forms must be completed electronically, as handwritten forms are not accepted.
Compliance Officer and Reporting Officer
Every licensee must appoint a Compliance Officer who is fully independent. This person cannot be a director, shareholder or ultimate beneficial owner and needs one to two years of relevant experience or a related degree.
Licenses also need a local Reporting Officer who lives in Nevis and is registered with the Nevis Financial Services Regulatory Commission. The Reporting Officer is the official point of contact with the Authority and handles timely reporting.
Business Plan
The business plan must include detailed financial projections for the first three years, with assumptions stated, cost breakdowns, profit and loss and cash flow. NOGA states that high-level summaries without supporting figures will not be accepted.
Operational Documents for B2C and B2B
B2C applicants must show domain ownership, geo-blocking of restricted markets, signed terms and conditions, and their KYC, AML, responsible gaming and underage gaming policies. They also need signed content provider agreements, RNG certificates for in-house games and an engagement with one of NOGA’s approved alternative dispute resolution providers.
B2B applicants provide a KYB policy, their draft operator agreement, a description of the business model and RNG testing certificates where they develop their own games. Our AML policy drafting team prepares these documents to the standard regulators expect.

Nevis Gaming Licence Cost
The government fees are fixed and published on NOGA’s fees page. A2CO’s professional fees are quoted separately, based on your licence type and structure.
| Fee | Amount (EUR) | Frequency |
|---|---|---|
| B2C licence fee | 28,000 | On application |
| B2B licence fee | 28,000 | On application |
| Licence renewal | 28,000 | Annual |
| Additional URL | 750 | Per licensing cycle |
| Sub-domain (up to 49) | 35 each | Per licensing cycle |
| New director, shareholder or UBO due diligence | 1,000 | Per request |
| Material change in ownership | 5,000 | Per request |
The initial €28,000 covers application processing, due diligence and the first year of licensing. Fees are payable on submission and are not refunded once an application is processed.
Budget for the costs around the licence too. These include Nevis company formation, the Reporting Officer, notarisation, RNG testing and your ADR provider.
How the Nevis Licence Application Works
The process runs in four stages:
- Incorporation: your Nevis company is formed through an authorised corporate service provider.
- Initial request: the incorporation documents and chosen licence type are sent to NOGA.
- Payment: NOGA verifies the documents and issues a secure payment link for the licence fee.
- Portal submission: the full application and supporting documents are uploaded through NOGA’s online licensing portal for review.
NOGA’s knowledge base gives an estimated 4 to 6 weeks from submission to licence. The speed of any single application depends mostly on how complete the file is when it goes in.
Licences are renewed every year on the anniversary of issue, and late renewal can attract additional fees.
Restricted Markets and Ongoing Obligations
A Nevis licence allows international operations except in restricted territories. NOGA’s restricted countries list requires geo-blocking of Australia, Austria, St Kitts and Nevis, France, Germany, the Netherlands, Spain, the United Kingdom and the USA, plus FATF-blacklisted and sanctioned countries.
Once licensed, operators must meet AML and counter-terrorist financing rules, responsible gaming measures, periodic reporting and independent audits. Ownership changes also need regulatory approval before they take effect.
If you are preparing your platform and controls for regulatory review, our systems audit readiness work follows the same evidence-based approach.
